Do You Need Visit Japan Web? What It Actually Does
Visit Japan Web is optional, but completing it before arrival can simplify immigration and customs at supported Japanese airports.
Visit Japan Web is worth completing before your flight, but the website itself is not a visa and it is not the only way to make a customs declaration. It lets you enter information for immigration and customs online and produce a 2D code for arrival procedures. If the electronic route is unavailable, Japan Customs still provides a paper declaration route.
The useful way to think about it is simple: Visit Japan Web is an arrival-form tool, not an entry permit. It can reduce form-filling after a long flight, but it does not replace your passport, visa eligibility, immigration inspection or an honest customs declaration.
What Visit Japan Web covers
Japan’s Digital Agency describes Visit Japan Web as a service for online arrival procedures covering immigration and customs, plus a tax-free shopping function for use during a trip. Both overseas visitors and Japanese residents returning to Japan can use it.
For a typical short-term visitor, the relevant parts before arrival are:
- traveler and passport information;
- the planned arrival, including the flight and accommodation details requested by the service;
- immigration information;
- the declaration of accompanied and unaccompanied articles for customs; and
- the 2D code shown during the airport process.
The service collects information for separate government procedures. A single code does not mean immigration and customs have become one legal decision. You may scan the same code at more than one stage, and an officer can still ask questions or inspect baggage.
Is it mandatory?
The customs declaration is mandatory; using Visit Japan Web to make it is not. Japan Customs says every passenger entering Japan must declare their belongings. On the same official page, it recommends electronic submission through Visit Japan Web and states that paper customs declaration forms remain available on planes, ships and at Customs.
That distinction matters. If you forget to register, your phone dies or the electronic system is unavailable, you have not lost the ability to enter solely because you lack a Visit Japan Web code. Ask for the paper customs form and follow the instructions at the airport.
Do not interpret “optional website” as “optional declaration.” You still need to answer the customs questions accurately, including questions about restricted goods, unaccompanied baggage and items above the duty-free allowance. The website changes the method, not the obligation.
Immigration is also still a real inspection. Visit Japan Web can supply the information used in the arrival process, but it does not approve a visa, guarantee landing permission or override an immigration officer’s decision. Check your nationality’s visa requirements separately before travel.
Use the official route
Start from the Digital Agency’s Visit Japan Web page, then follow its link to the service. Do not choose a look-alike result or pay a third party to complete the basic registration.
Visit Japan Web is a government web service. You should not need to install an unofficial phone app to create the arrival code. A bookmark made from the Digital Agency page is safer than searching for the login from scratch every time.
Register while you still have time to correct mistakes. The night before departure is better than doing it in the immigration queue, but earlier is useful if you need to confirm a flight number, hotel address or passport detail. Make sure the name and passport information match the travel document you will present.
What to have ready
Gather these before you begin:
- the passport you will use to enter Japan;
- your flight number and scheduled arrival date;
- the name and address of your first accommodation;
- a reachable email address for the account; and
- accurate answers for the immigration and customs questions.
Complete the questions from the actual facts of your trip. Do not copy an old itinerary into a new arrival plan without checking it, especially after changing flights or hotels.
After registration, open the arrival plan and confirm that the required sections show as completed. Then make sure you can reach the 2D code on the device you will carry. A screenshot can be a useful backup, but open the live service again before travel in case the displayed information or process has changed.
Carry a charged phone, but keep your passport and flight details usable without it. Airport Wi-Fi, roaming and batteries all fail occasionally. The paper customs option is the practical fallback, not a reason to panic or pay someone for emergency access.
What happens at the airport
The exact path depends on the airport and the equipment operating that day. Follow the signs and staff instructions rather than assuming every arrival hall has the same layout.
Japan Customs currently lists electronic declaration gates at seven international airports, checked September 7, 2026:
- New Chitose;
- Narita;
- Haneda;
- Chubu Centrair;
- Kansai;
- Fukuoka; and
- Naha.
At these airports, the official process uses the Visit Japan Web 2D code and passport at an electronic declaration terminal. The terminal confirms the declaration information and takes a facial image for identification. After collecting checked baggage, an eligible passenger may be directed through the electronic customs gate or to a customs inspection desk.
Using the electronic terminal does not guarantee a walk-through exit. Japan Customs explicitly notes that baggage can still be inspected and that passengers may be sent to a staffed counter, including when they declare goods beyond an allowance or have unaccompanied articles.
An IC passport is required for the electronic customs gate. Travelers without one can still follow the staffed customs process. Each passenger, including members of a family or group, must complete the terminal procedure individually. Japan Customs makes a limited gate exception for a child under 100 cm, who may pass with a family member.
The terminal and gate use facial images to match the traveler with the passport. Japan Customs says those images are used for identification and facial recognition and deleted immediately after the passenger passes through the gate. Remove masks, sunglasses or other items covering the face when instructed.
Families should not treat one code as one group pass
One adult may organize travel information for accompanying family members in the service, but the airport procedure still applies to each traveler. Have the correct traveler selected before showing a code, and keep every passport together with the corresponding information.
Do not send one person through first with all the phones and documents. If children or older relatives need help, stay together until staff direct you otherwise. The electronic gate’s under-100-cm exception concerns passing through the gate; it does not erase the child’s declaration or immigration requirements.
Common mistakes that waste time
Treating the code as a visa
The code organizes arrival information. It does not prove that you meet Japan’s visa or landing requirements. Resolve visa questions before flying.
Registering on an unofficial site
Use the Digital Agency page as the doorway. A third-party page may charge money, collect unnecessary personal data or give outdated instructions.
Assuming electronic means inspection-free
Customs can still ask questions, inspect bags or direct you to a staffed desk. Declare honestly and keep receipts or supporting documents when they are relevant.
Packing the passport or phone in checked baggage
You need the passport during arrival procedures and the 2D code is normally shown from your device. Keep both in your hand luggage, together with a charging cable or power bank that complies with airline rules.
Having no fallback
If the phone or service does not cooperate, tell airport staff and use the available paper process. Repeatedly refreshing a login page in the queue is not better than completing the form provided at Customs.
The practical pre-flight check
Before leaving for the airport:
- Enter through the official Digital Agency link.
- Confirm the correct passport and arrival plan.
- Complete the immigration and customs sections honestly.
- Open the 2D code on the device traveling with you.
- Charge the phone and keep the passport in your hand luggage.
- Remember that a paper customs declaration remains the fallback.
Visit Japan Web is one useful part of arrival preparation, not a project that should consume an evening. Complete it, verify the code, and move on to the decisions that affect the rest of the trip.
